Speakers line up to report abuses by kids' agencies
Baca-led panel records claims at SB hearing

SAN BERNARDINO - They are stories people sometimes read about in newspapers or see on television: children savagely beaten, burned with cigarettes, or sexually molested by their foster parents.
Sometimes it's all of the above.
Rep. Joe Baca, D-Rialto, and state legislators Saturday heard such stories during an all-day forum at City Hall.
But the focus of the forum was to address another kind of abuse, that allegedly inflicted upon parents, relatives and others by child protective agencies nationwide.
Numerous complaints from people across the country about extensive abuses they say they have suffered by child protective agencies, primarily parents and relatives alleging they were stripped of their custodial rights, were snagged in a mess of bureaucratic red tape, and even falsely accused of crimes by inept social workers, prompted Baca to call the forum.
Representatives of Government Watch, the National Committee of Grandparents for Children's Rights and groups claiming to represent victims of child protective agencies also attended and served on a panel with Baca to hear and record the complaints.
The presentations were audio and video recorded and transcribed. Baca promised they would be sent to the appropriate state, county, federal agencies and legislatures for further action.
A resounding allegation Saturday was how child protective agencies push to adopt children out for profit instead of trying to place them in the custody of relatives. Child protective agencies receive state funds for every child they adopt out.

Birth Parents, Trauma and Child Welfare

My name is Callie Thornton and I was sent a link to your current articles Birth Parents with Trauma Histories and the Child Welfare System  from LK www.legallykidnapped.com. LK and I are among many parents and grandparents who advocate on behalf of others who are involved with the welfare and judicial system fighting will everything they can to get their children/grandchildren back. Those who have needlessly suffered unnecessary termination of their parental  rights feeling are often victimized by The Department Of Health And Human Services Department of Families and Children's Services (CPS), Judicial and other officers of the courts.

Your topic is a very important one and quite informative I might add. It is of special interest to me because My daughter lost her first and only child to the system. Mimi was taken 3 days after birth from her mother.  She has PTSD/co occurring drug problem.  Even though she did not have any drugs in her possession, because she admitted at the hospital that she had failed a drug test during the pregnancy, she was later charged with 2 felony counts, 1 possession of methamphetamine and 1 ct possession amphetamine.  Due to Georgia over incarcerating many law violators who are non violent offenders they have turned the Three Strikes You're Out Law into Two Strikes You're Out and depending on what the judge wants to do
you can be sentenced to life without parole for a felony charge after a misdemeanor. They terminated my daughters  Parental Rights but were not satisfied. Now she could be facing life in prison.

Mimi was adopted by a foster adopt parent. Her adoptive mother is single, around 50, attractive, very nice from what I know of her. She has adopted 3 Mexican siblings, the youngest just a little older than Mimi and it is my understanding that she has now adopted 6. They live about 2 miles from me. I, for one can honestly say that I do not worry very much about her but I grieve for my grand baby and also my daughter. She is the one I worry about. She suffered severe trauma at age 11 when she witnessed her little 8 year old sister get struck by a car. She has suffered multiple traumas, this last one, when they cut her parental ties to
her child, for her, was the ultimate blow. Child Welfare, the Judicial system, her Court Appointed Attorney, everyone knew that she had been officially diagnosed with PTSD and taking two prescriptions for it. Yet they made it a point not to use her diagnosis in court. Instead they used Bipolar. If they had used PTSD they would not have been able to traumatize her as they did.  I sat in the court room that day and watched her caseworker grin as the sentence was brought down on my child. I am the widow of an attorney and retired paralegal and I believe in 'Legal Abuse Syndrome' which is going on all over the US in every Juvenile and
Family Court almost every day.

Your articles are fantastic and I am so glad that they are available for everyone to read. I hope that some day their dependency on the ASFA financial incentives will stop and their new found collaboration will be used for good to offer these parents the help that they need. and not false hopes.

Helen and Brian MacDonald believe the children they have raised for the past 6½ years are the ''best two foster kids in Australia.''

But they have decided they will not look after them any more because the state government has cut payments to foster carers of 16- and 17-year-olds, from January 1. In most cases households will be $214 a fortnight worse off.

''It's a shocking thing to do,'' says Mrs MacDonald of the couple's decision. ''But we feel we are being emotionally blackmailed by a minister [Pru Goward] that doesn't care about the children in her care, only about money. They're betting on carers just keeping the children.''

Regarding oklahoma Judge Tammy Bass-lezure and husband and Baliff and Baliff's sister and Judge who handled the adoption and.......

I am confused about DHS in the case of Judge Bass-Lesure and her Husband getting twin children in this program and fostering them and the adopting them. They get paid for fostering the twins. But after adopting them they still get paid thru DHS. Then they gave these twins to someone else to take care of but the Judge and her Husband are still getting paid by DHS. They get arrested, bail out, and the Judge gets to go back and sit on the bench and still getting paid for the twins thru DHS.
If they are not actually taking care of these twins how do they get paid by DHS? After they adopt these twins and are not actually taking care of these twins and they still get paid by DHS? Judge and her Husband get arrested, bail out, the Judge gets to sit on the bench and they are still going to get paid by DHS?
I would have thought after the twins were adopted they would no longer have been in DHS and the payments would have stopped at this point.
So I would like someone to explain this situation works.

It just so happens I can do that for you. Ok for starters when children are in foster care the Feds pay the states per child out of the Social Security Administration. Now when children are adopted if it is a private adoption then once the ink is dry this is your child and all you get is a tax write off at the end of the year. However if you adopt the child from DHS once the ink is dry you get a bonus check of over $13,000 and then you continue to collect until the child is 18 unless they go to college in that case the money keeps coming until they are 21. If you research Title IV funding and it will explain how much the children are worth and which ones are worth more money. Ok now the other part even though the children did not live with her she did not report it so the money kept rolling in. Also because she is a judge and a part of the system they are not about to take that money away from her for fear that she may expose what has been going on within DHS and the courts for years. DHS operates like the mafia for lack of a better word for it they are guilty of fraud, corruption and child trafficing and everybody on the inside knows it. There is actually a pamphlet that explains which children are worth more money and DHS knows exactly how many children they need to pick up to keep the bonus money rolling in. DHS also knows that children who are truly abused are harder to adopt out so they are not interested in picking them up unless it is getting close to end of year count and if they are running low on numbers then they will pick them up. Once they get the check the abused kids are then returned because they are considered damaged goods that nobody wants to adopt.

All you have to do is understand that their are 2 different societies. Those who have money and connections and those who don't. If you are part of the elite you can commit murder and get away with it they will just say you are suffering from insanity and send you off to a mental hospital for a little while. Then they will tell the public that they are all better and turn them loose again. Where people who don't have a lot of money or connections all they have to do is make someone mad that works for the state and you can be thrown in jail and charged with a crime you didn't commit just to teach you a lesson to keep your mouth shut. I can say all this because I have seen it all happen and have the documents to prove it but people don't really care anymore. People these days only care about themselves and the allmighty dollar. Most of us were raised that integrity was the most important feature to have well they changed the rules and didn't tell anybody. Integrity is out and money and power are in.

We've done foster care and even adopted through DHS and here the worker is required to visit every child in their case load once a month. Some of the kids here have had their own attorney and CASA's too. Then there is the the adoption homestudy process which is done by a completely different set of workers.
If this story is only half true it sound like fraud at the very least. Questions should be asked and if answers are not forthcoming, heads should roll. But sadly,I get the feeling this won't be happening.

They are supposed to follow the same rules here too but they don't. Some of them just fill out paperwork saying they made visits when they don't and many have been caught but like you said nothing ever gets done.

Afternoon Update: Former state trooper sentenced to 20 years prison for molestation

A former state trooper will spend 20 years in prison for molesting a teenage foster child. 49-year-old James Norquay of Juda must also spend 15 years under extended supervision when he’s no longer behind bars. A Green County jury convicted Norquay last November on three felony counts of child sexual assault by a foster parent, two counts of incest, and a charge of second-degree child sex assault. State investigators said the incidents occurred at Norquay’s former home in the town of Clarno, where the girl was placed for foster care in late 2008 when she was 15. The man adopted the girl a year later. Officials said the molestation continued until January of last year, when the child was removed from the home following a state investigation.
